Brazil's national AIDS programme
Brazil's national plan initially focuses on distributing information about HIV and AIDS, especially to high-risk groups such as men who have sex with men, who account for many of the country’s first HIV infections. Brazil’s model of focusing on health and human rights with active participation from civil society and NGO groups becomes a beacon of good practice in the early years of the epidemic and beyond.
