Uganda success

When Yoweri Museveni rises to power in 1986, he quickly realises the threat HIV poses to his country and soldiers. Over the next few years, Uganda begins to rigorously promote messaging around abstinence and minimising casual sexual relations (zero grazing) using billboards, public broadcasts and collaboration with community groups. Open conversations are had about sex, condoms and HIV, and communities respond to HIV with compassion. HIV prevalence subsequently declines markedly over the next decade. The Ugandan success story is later used as a model for PEPFAR’s ABC initiative.
