PEPFAR established
President George W Bush announces the creation of the United States President’s Emergency Plan For AIDS Relief (PEPFAR), a $15 billion, five-year plan to combat HIV and AIDS, primarily in Africa. One of the biggest health initiatives ever established by one country to address a disease, PEPFAR initially aims to provide antiretroviral treatment (ART) to 2 million people, preventing 7 million new infections and allowing support care for 10 million people by 2010. However, the funding comes with controversial restrictions - one third must be spent on work promoting abstinence from sex, and receiving organisations have to sign an anti-prostitution pledge.
