Harm reduction services for drug users
Lord Fowler believes that the spread of HIV is a greater threat to the public than drug use and that services should aim to limit the risks of HIV by ‘all available means’. His policy approach is evidence-based and pragmatic, aiming to cut through stigma. Lord Fowler introduces clean needle and syringe programmes and drug substitution therapy. His approach is highly successful – years later, only 2% of people living with HIV will be current or past drug users.
